Almira is based on the character "Almira Gulch" from the movie "The Wizard of Oz"
In the movie, Almira was a strict, unfriendly teacher who lived in Kansas and wanted to confiscate Dorothy's dog Toto. In Oz, she turned out to be the Wicked Witch of the West who fought Dorothy and her friends.
This interpretation shows Almira at a young age, whose red face and stern look foreshadowed her evil side early on.
